Document Description
The Sierra Nevada Conservancy (SNC) will provide funding to Blue Forest Finance, LLC (a 501(c)(3)) to work with Plumas National Forest (PNF) and other partners to implement forest restoration work on approximately 2,000 acres on PNF lands as part of the larger PNF North Fork Forest Recovery Project. The purpose of the Project is to accelerate implementation of fuels management, wildfire risk reduction, and forest restoration activities within the Feather River watershed. Planned treatments include but are not limited to hand and mechanical thinning, hazard removal, pile burning, prescribed fire, site preparation and reforestation. All activities will be implemented consistent with the North Fork Forest Recovery Project Decision Notice and Finding of No Significant Impact signed on June 23, 2025, limited to approved locations, conditions, methods, design features, and protective measures. Details of these requirements are found in the North Fork Forest Recovery Project Final Environmental Assessment, including Appendices.

Public Resources Code, section 4799.05 statutorily exempts from CEQA projects for prescribed fire, reforestation, habitat restoration, thinning, or fuel-reduction projects, or to related activities included in the project description, undertaken, in whole or in part, on federal lands to reduce the risk of high-severity wildfire that have been reviewed under the National Environmental Policy Act (NEPA) if the primary role of a state or local agency is providing funding or staffing for those projects. The Sierra Nevada Conservancy has funded a grant to Blue Forest Finance to work with Plumas National Forest to implement forest restoration activities on National Forest lands around Indian Valley, as part of the larger Plumas National Forest’s North Fork Forest Recovery Project. The Project was reviewed in its entirety under NEPA by Plumas National Forest in the North Fork Forest Recovery Project Environmental Assessment and Decision Notice and Finding of No Significant Impact signed by the Forest Supervisor on June 23, 2025.
