Document Description
The Proposed Action entails the construction of an intermodal transit hub within UCLA’s Parking Lot 36, located at on campus at 11020 Kinross Avenue, adjacent to the new Metro D Line Westwood/UCLA Station that is currently under construction. The proposed bus hub will offer first/last mile connectivity with Metro’s D Line and
integrate UCLA’s BruinBus service with various regional transit agencies. The bus hub will include new curbs, bus shelters, screens, benches, and a pedestrian paseo
allowing for safe passage from the bus stops in Lot 36 to the new Metro station. The bus hub will also offer static inductive charging for electric buses. During peak
hour bus demand, which would occur in the morning, the transit hub is estimated to accommodate a total of 129 bus trips within seven bus bays.

Reasons for Exemption
The Proposed Action is categorically exempt under Article 19, Section 15303, Class 3, New Construction or Conversion of Small Structures, because it consists of the construction of new curbs, bus shelters, signage, and other minor improvements related to the creation of a bus hub within an existing parking lot in an urbanized area on the UCLA campus. The project would not exceed four structures or 10,000 square feet in floor area; is located on a site that is entitled for and compatible with vehicular circulation uses; would not involve the use of significant amounts of hazardous substances; and is located on a site where all necessary public services and facilities are available and the surrounding area is not environmentally sensitive.
On a separate and independent basis, the Proposed Action is exempt pursuant to Section 15311, Class 11, Accessory Structures, because it involves the construction of minor facilities appurtenant to existing transit operations at UCLA and serving the Westwood area. No exceptions to the exemptions set forth in CEQA Guidelines Section 15300.2 apply.
