Document Description
OCWR proposes the SCE Electrical Relocation Project involving installation of conduit, conductors, and miscellaneous electrical equipment throughout the Frank R. Bowerman Landfill. The project is the distribution of power in lieu of the current SCE feeds. OCWR will place a new electrical cabinet and transformer at the administration building as well as transformers at the site of five existing electrical boxes. Existing SCE infrastructure will be removed by SCE. Demolition of SCE equipment is not a part of this project. Underground portions of the project will be located on disturbed and developed areas of the landfill, including asphalted roads, driveways, and parking lots, and on previously disturbed slopes comprising non-native grasses.

Reasons for Exemption
The FRB Landfill is a Class III municipal solid waste landfill owned by the County of Orange and operated by OCWR. The landfill is located in unincorporated Orange County, north of the City of Irvine. The street address for the landfill is 11002 Bee Canyon Access Road, Irvine, CA 92602. On August 15, 2006, the Orange County Board of Supervisors approved Final Environmental Impact Report (EIR) 604 for the Master Development Plan (MDP) and expansion of the FRB Landfill (State Clearinghouse #2005071102) extending the closure date to approximately 2053. The EIR assessed the environmental impacts associated with construction and long-term operation of the FRB landfill, including maintenance of landfill support facilities, such as utilities.
The proposed SCE Electrical Relocation Project involves electrical maintenance of the existing FRB landfill facility with new construction of equipment and accessory structures involving no expansion of electrical use. The project would occur within developed and disturbed areas of the FRB landfill facility.
