Document Description
City Council approval to allow the award of a construction contract for the Pump Station No. 2 Improvements and Modernization Project, which proposes to enhance the station’s reliability, operability, and overall condition through a comprehensive set of upgrades across architectural, structural, mechanical, electrical, and instrumentation systems. Key work includes replacing eight vertical non-clog sewage pumps—four in each of two wet wells—along with five pump motors for Pumps No. 1, 3, 6, 7, and 8. The influent channel will be cleaned and repaired and corroded top supports on Mechanical Screens 1 through 4 will be replaced. Structural repairs will be made to Wet Wells No. 1 and No. 2, involving concrete removal to reach sound layers and replacement of reinforcing steel where needed. The project will also upgrade five motor controllers, replacing Liquid Rheostat types with Reduced Voltage Soft Starters and Variable Frequency Drives, and updating existing RVSS controllers for Pumps No. 7 and 8. Valve replacements include eight hydraulically actuated cone valves, eight suction wedge-type gate valves, and eight discharge wedge-type gate valves. Additional enhancements involve replacing eight flywheels with standardized sizes based on surge analysis, installing new pump supports and discharge piping supports, and designing a new pump seal water supply system. Instrumentation upgrades will include new gauges, sensors, and transmitters for monitoring pressure and temperature remotely via the Distributed Control System (DCS). The project also encompasses miscellaneous architectural rehabilitations in the Mechanical Room and structural improvements throughout the Headworks, pump building, and Pipe Gallery. Any ground disturbance would be minimal and limited to previously developed and disturbed surface areas of the pump station facility during the repair and replacement activities. These efforts collectively aim to modernize the facility and ensure long-term operational efficiency.

The City of San Diego conducted an environmental review, which determined the project meets the following categorical exemption criteria set forth in the CEQA State Guidelines: Section 15301 (Existing Facilities), which allows for the repair, maintenance, and minor alteration of existing public structures and facilities, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination, such as the repair, maintenance, and rehabilitation of structures and mechanical equipment within the pump station facility; Section 15302 (Replacement or Reconstruction), which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, such as the replacement of various structural, mechanical, and electrical components at the pump station facility; and where the exceptions listed in Section 15300.2 would not apply.
