The proposed project is categorically exempt from environmental review in accordance with Sections 15301 and 15305 of the California Environmental Quality Act (CEQA) Guidelines and Placer County Code Section 18.36.030 (Class 1 – Existing facilities) and Section 18.36.070 (Class 5 – Minor alterations in land use limitations) because the MUP applies to an existing facility (commercial kennel) and proposes no changes to the building or parcel but is requesting to keep up to eight dogs on the property where four dogs is the limit normally allowed. The Zoning Administrator will be required to make a finding to this effect.
