Document Description
Amendment 2: The Pier F waterside seismic improvement project includes targeted geotechnical upgrades to strengthen subsurface soils, reduce seismic risks, and enhance site stability. The project consists of demolition of existing pavement and temporary structures, relocation and adjustment of affected underground utilities from the end of the parking lot of JCCC up to the edge of the Long Beach Fire Station 15 lot. Pavement will be replaced in-kind. Compaction grouting and jet grouting will be implemented in areas susceptible to liquefaction and settlement along the rock dike at the Middle Harbor entrance adjacent to the Joint Command Control Center, the Jacobsen Pilot Service building, and parking area.

The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Second Amendment to Level I HDP 25-058 for minor alteration of existing facilities involves demolition and in-kind replacement of existing pavement and temporary structures with negligible or no expansion of existing or former use.

Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The new replacement of existing pavement and temporary structures will have substantially the same purpose and capacity as the structure replaced. All equipment and items that are removed from the site will be disposed of in a manner that meets all federal, state and local environmental and regulatory requirements.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves trenching for the relocation and adjustment of affected underground utilities and demolition of temporary structures and backfilling where the surface will be restored.

Reasons for Exemption
The Class 6 Categorical Exemption consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. Level I HDP 25-058 was originally issued to the Port of Long Beach to perform geotechnical investigations involving borings and probes along Berth F202 at Pier F, Southeast Harbor Planning District. First Amendment to Level I HDP 25-058 was issued to Port of Long Beach to include potholing to locate existing underground utilities in various location on Pier F which will not result in a serious or major disturbance to an environmental resource. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities), Section 15302 (Class 2. Replacement or Reconstruction), Section 15304 (Class 4. Minor Alterations to Land), and Section 15306 (Class 6. Information Collection); therefore, the Project is exempt from CEQA and no further environmental review is required.
