Document Description
VRSD requests approval of a Conditional Use Permit (CUP) to reinstate the expired CUP under Case No. LU06-0031 and abate violation CV24-0307. The proposed project would authorize the continued operation of VRSD’s OMC and associated outdoor storage yard located at 4105 West Gonzales Road, Oxnard, in unincorporated Ventura County. No physical changes to the site, staffing, or services are proposed as part of this project, and all activities would continue to occur within the existing developed footprint of the closed Bailard Landfill. The facility houses VRSD’s operations, which include administration staff and crews for sewer pipeline installation and maintenance, wastewater collection, and manhole servicing, as well as the operation and post-closure maintenance of several municipal landfills (including the Toland Road Landfill and the closed Bailard, Santa Clara, Ozena, Coastal, and Tierra Rejada landfills). In addition, the OMC provides administrative space for VRSD staff, training activities, and public Board meetings.

Reasons for Exemption
Pursuant to CEQA (Public Resources Code Section 21000 et seq.) and the CEQA Guidelines (Title 14, California Code or Regulations, Division 6, Chapter 3, Section 15000 et seq.), the proposed project is subject to environmental review. The State Legislature through the Secretary for Resources has found that certain classes of projects are exempt from CEQA environmental impact review because they do not have a significant effect on the environment. These projects are declared to be categorically exempt from the requirement for the preparation of environmental impact documents. Section 15301 (Existing Facilities) applies to the continued operation of the Ventura Regional Sanitation District’s OMC and outdoor storage yard. The exemption is appropriate because the project involves the operation and use of existing facilities including the OMC building, modular administration and crew buildings, canopy, sheds, trash enclosure, wastewater holding tanks, and parking lots without any expansion of use or new construction, thereby resulting in negligible or no environmental effects. Further, the project will not trigger any of the exceptions to the exemptions listed under CEQA Guidelines Section 15300.2. Therefore, this project is categorically exempt pursuant to Section 15301 of the CEQA Guidelines and no further environmental review is required.
