Document Description
Carbon California Operating Company (the Operator) is applying for an updated project approval letter (PAL) to include the well Hamp 99 in underground injection control (UIC) project No. 5201209 as an injection well. This approval is an expansion of the UIC project. The notice of intention (NOI) to convert Hamp 99 to injection was submitted and approved in March 2023. Work to convert Hamp 99 has already been completed, therefore no additional NOI or physical work would be required. The updated PAL will allow Hamp 99 to start injection and change the administrative well type of Hamp 99 from oil and gas to injection. The proposed project consists of the California Department of Conservation, Geologic Energy Management Division (CalGEM) issuing one revised PAL to Carbon California Operating Company for the modification of UIC project No. 5201209, located within the Ojai Oil Field in Ventura County. The injection well that would be associated with the modified UIC project is listed below: API # Well Name 0411120439 Hamp 99

Reasons for Exemption
Class 1 applies to the “operation, repair, maintenance, or minor alteration” of existing facilities involving “negligible or no expansion of use beyond that existing previously” (14 CCR §§ 15301, 1684.1). The proposed UIC PAL expansion involves approving the Hamp 99 well for injection and changing the administrative well type of Hamp 99 from oil and gas to injection status. The conversion of Hamp 99 has already been approved, and work has been completed. The proposed activities are considered negligible, as no mechanical alterations to the wellbore will be required. The proposed project will be located within an area where existing injection activities are currently present. The State Water Resources Control Board reviewed the project for groundwater impacts and issued a No Objection Memo on September 21, 2023. Therefore, there will be no changes to the existing use.
