Document Description
The applicant proposes 10,000 sf of mixed-light cannabis cultivation on a 13.84-acre site zoned as Rural Residential. Water for the project would be provided from an existing onsite well. An existing onsite septic system would serve the project’s wastewater needs. Access to the site would be via a private driveway. No tree removal, grading, or disturbance of native shrub will occur as a result of this project. The site has one non-cultivation residential dwelling. A total of 70,000 gallons of water is stored in existing tanks on site. A 150 sf designated composting area is on site for all cannabis waste. Surrounding land uses are primarily undeveloped.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
