Document Description
This project is a Cooperative Agreement among POLA, POLB, (each a Port and collectively, Ports) and SCAQMD requiring the Ports to prepare and deliver Port Zero Emission Infrastructure Plans (Plans) to provide energy to operate five types of mobile source equipment: (cargo handling, drayage trucks, ocean going vessels (OGVs), harbor craft and local on- port switcher locomotives). POLA will work with its tenants and/ or the equipment users to prepare the Plans, which will include design of the infrastructure, and studying electrical demand and capacity, but approval and delivery of the Plans does not constitute approval of the actual projects to construct and operate the equipment. Future projects involving implementation of the Infrastructure Plans including construction and operation would be subject to CEQA review before being approved by the Board.

Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
