Document Description
The Coachella Valley Water District (CVWD) proposes to construct a replacement well (Well T-6A) and destroy an existing well (Well T-6) located at the Dos Palmas Reserve. The Dos Palmas Reserve is a federally designated oasis managed by the Bureau of Land Management (BLM). Well T-6A and land is owned by San Diego County Water Authority. Project construction is anticipated to begin in or around December 2025 and last approximately 30 calendar days.
Construction of Well T-6A will consist of mobilization, drilling an exploration borehole to 120 feet below ground surface, performing a geophysical survey, placing a 50 foot conductor casing and sanitary seal, reaming the borehole, furnish and install 8-inch diameter PVC well casing and screen, furnish and install 20 feet of 8-inch diameter low carbon steel for the upper portion of the well, placing a filter pack around the casing and screen, installing a bentonite transition and concrete annular seal and developing the well, and installing a well head and concrete pad. All drilling fluids, drill cutting, and development water on site will be contained and will not reach the surrounding habitat during construction.
Destruction of Well T-6 will include obtaining a well destruction permit, mobilization to the site including site preparation to reach the well, destroying the well per county standards. Upon destruction of Well T-6, a Well Completion Report will be prepared and submitted to the California Department of Water Resources and Riverside County.

Reasons for Exemption
State CEQA Guidelines §15301 (b) (Existing Facilities) consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. This includes existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.
State CEQA Guidelines §15302 (c) (Replacement or Reconstruction) Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
State CEQA Guidelines §15303 (d) (New Construction). This Class 3 exemption allows for the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. This includes water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.
