Ordinance No. O-2025-11, repealing Chapter 18.04 of Title 18 and Chapters 20.04, 20.08, 20.12, 20.16, 20.20, 20.46, 20.48, 20.50, 20.52 and 20.54 of Title 20 and amending Title 18 by adding new Chapter 18.05, adopting the 2025 edition of the Wildland-Urban Interface Code of the Placentia Municipal Code, and adopting by reference the 2025 editions of the California Fire Code, California Building, Residential, Electrical, Plumbing, Mechanical, and Green Building Standards Code, the 2024 edition of the International Property Maintenance Code, 2025 edition of the California Existing Building Code, 2025 edition of the California Historical Building Code, 2025 California Energy Code, including all appendices, with certain amendments, additions and deletions thereto, including fees and penalties.

Reasons for Exemption
On November 18, 2025, the City Council approved the project and found that adoption of Ordinance No. O-2025-11 is exempt from environmental review and directed Staff to file a Notice of Exemption, pursuant to CEQA Section 15061(b)(3) of the CEQA Guidelines, Section 21065 of the Public Resources Code, and the City of Placentia Local Guidelines for implementing CEQA. The City Council found that that a Common Sense Exemption (as defined in CEQA) applies to the project under Section 15061 (b) (3) of the State CEQA Guidelines, which states: “The activity is covered by the Common Sense Exemption that CEQA applies only to projects which have the potential for causing significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.”). The project as described above has been determined to not fall under the jurisdiction of CEQA and the State CEQA Guidelines because this action will not result in any physical changes to the environment, it solely adopts updated Fire and Building related Codes.
