Reasons for Exemption
The Secretary for Resources has found that certain classes or projects have been determined not to have a significant effect on the environment and are therefore exempt from the requirement for the preparation of environmental documents. The proposed project to add five (5) additional Visitor Serving Facilities (VSF) Combining District Lodging Units to the MacCallum House Suites (Reed Manor) for a total of ten (10) Visitor Serving Facility Units meets the criteria for a Categorical Exemption from the California Environmental Quality Act (CEQA) under California Code of Regulations under Title 14, Division 6, Chapter 3, Article 19, Guidelines Section 15303(c); Class 3; which includes the permitting of the conversion of small structures including a motel, specifically … In urbanized areas, the exemption also applies to up to four such commercial buildings not exceeding 10,000 square feet in floor area on sites zoned for such use if not involving the use of significant amounts of hazardous substances where all necessary public services and facilities are available and the surrounding area is not environmentally sensitive … from CEQA. Staff finds that the project would not have a significant impact on the environment and is declared to be categorically exempt from further environmental review within the meaning of CEQA.
