Document Description
Project proposes to install new wildlife-proof trash/recycling bins and food storage lockers (up to 145 units) at select locations throughout twenty-five (25) parks/beaches within the Santa Cruz District to replace existing non-animal proof wooden “food” lockers and non-animal waste and recycling receptacles. The new food lockers will be located within the bounds of designated sites, with final placement at the discretion of district personnel, to compensate for already existing facilities. All food lockers will meet current ADA design standards and guidelines. Installation of the new food lockers will require the excavation of one (1) 12-in. x 22-in. hole, centering the back of the food locker over the hole, attaching a pole to the container; and securing the pole in ground with quickrete. The trash receptacles will be placed on the ground and secured as needed.

Reasons for Exemption
Project consists of the operation, maintenance, or minor alteration of existing public or private structures, facilities or topographical features, involving negligible or no expansion of use beyond current levels and is included as “Utility repairs or minor upgrades” in the Department of Parks and Recreation’s list of exempt activities in accordance with CCR §15300.4; replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced; construction and location of limited numbers of new, small facilities or structures; and minor public or private alterations in the condition of land or vegetation which do not involve removal of healthy, mature, scenic trees.
