Document Description
The County of Riverside Transportation Department is proposing to resurface approximately 6,950 feet (1.32 miles) of Ramona Expressway from SH-74 (E. Florida Ave.) to Lake St. located in the community of Valle Vista. The County of Riverside General Plan classifies Ramona Expressway as an Arterial Rd. Ramona Expressway is currently four-lanes, painted and raised center median and ranges from 57 to 86 feet wide with curb and gutter, asphalt concrete dikes, cross gutters, and spandrels. The proposed project will include removing the existing roadway followed by paving back with hot mix asphalt (HMA). The proposed project will also include: • Reconstruction of asphalt concrete dike • Reconstruction of concrete cross gutters and spandrels • Reconstruct Access Ramp and sidewalk • Utility adjustments • Striping of roadway, including pavement markers and reflectors • Salvage and removal and installation of new signs • Replace signal head back plates to new standard • Reinstalling traffic inductive loop detectors

Reasons for Exemption
The proposed project will not acquire right-of-way. Temporary construction easements will not be required for the proposed improvements. This project is subject to compliance with the Western Riverside County MSHCP. In accordance with Section 7 of the Western Riverside County MSHCP, necessary operation and maintenance along existing roadways are considered a covered activity outside/inside of cell criteria area/conservation areas. This project is considered to be operation and maintenance; therefore, it is a covered activity under the Western Riverside County MSHCP. Within 30 days prior to the beginning of ground disturbance, a pre-construction presence/absence survey for the Burrowing Owl shall be conducted by a qualified County biologist, as required by the WRMSHCP. This can be performed simultaneously with the nesting survey if it is required. If tree and/or vegetation removal takes place during the migratory bird breeding season (February 1 – September 1), a preconstruction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act (MBTA). The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following: Section 15301 (c) – Existing Facilities – The project proposes to resurface approximately 6,950 feet (1.32 miles) of Ramona Expressway from SH-74 (E. Florida Ave.) to Lake St. located in the community of Valle Vista. The project in its entirety is consistent with Section 15301(c) because it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
