Document Description
The MDRCD has received a three year grant to carry out weed management and eradication within its service area boundaries. Participating agencies include the Bureau of Land Management; National Park Service; Department of Defense; County Department of Agriculture; U. S. Forest Service; University of California Riverside Extension; Amargosa Conservancy; Mojave Desert Land Trust; and California Department of Fish and Wildlife. The MDRCD administers the grant and the listed parties will carry out their specific approved weed eradication and treatment projects. The protection and rehabilitation work will be performed during the best season to conduct eradication and management of sits hosting the weeds. Bird nesting season will be avoided in riparian areas and other sensitive bird nesting areas. The goal is to eradicate the most noxious weed populations with the limited funding available. The eradication and management activities will consist of mechanical and hand work that will remove or eliminate the weeds in a given area. Additionally, it will include the use of herbicides. Potential herbicides to be used include: glyphosate, clopyralid, indaziflam, aminopyralid, imazapyr, triclopyr, isoxaben, dithiopyr, glufosinate, and/or fluazifop.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed Weed Management and Eradication Project has been determined to have no potential to cause significant adverse effects on the environment and will protect natural resources in accordance with the requirements of this exemption category. Categorical Exemption Class 4 exempts minor public or private alterations to the condition of land, water, and or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes.....” The proposed project has been determined not to have a potential to cause significant adverse environmental effects as a result of this project’s implementation. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 4 Exemption.
