The proposed project would improve pedestrian accessibility and safety by replacing a narrow asphalt path with a wider concrete sidewalk and installing ADA-compliant curb ramps at key intersections with a max. excavation of 2 feet. All improvements enhance existing facilities within existing City right-of-way with no new lanes or increase in capacity. No hazards or scenic resources would be impacted. The project would include the implementation of construction controls to avoid migratory birds protected under the Migratory Bird Treaty Act and to ensure that unanticipated cultural resources discovered on site during construction are protected. Therefore, the project will not result in any adverse effects, and there are no exceptions to the exemption.
