Document Description
The Applicant, Riverbend Dairy (Lance Mouw, Owner), is requesting to allow for the transfer and consolidation of 3,000 animal units from Hoffman Farms (ID# 127) to Riverbend Dairy to bring the County’s permitted total for Riverbend Dairy to 14,441 animal units. The requested minor modification also requests to drop the Milk Cow Limit to allow the facility flexibility of animal types within the total animal units on site. The consolidation will not increase or decrease the number of animal units permitted within Tulare County. The beneficiary of the project is for the Applicant.

This action is consistent with Section 15301 Class 1, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical
equipment, or topographical features, involving negligible or no expansion of existing or former use. In this instance, the proposal includes the transfer of animals from one existing dairy facility to this dairy facility. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
