The requested decrease in herd size will be attained through the consolidation of animal units and transferring them
from Hoffman Farms to Riverbend Dairy (ID#189), a permitted dairy under PSP 21-020 (AA) located at 20799 Road 132, Tulare, CA. Minor Modification No. MIM 25-021 has been submitted separately to reflect the consolidation of animal units by transferring them from Hoffman Farms to Riverbend Dairy. The beneficiary of the project is for the Applicant.

This action is consistent with Section 15301 Class 1, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical
equipment, or topographical features, involving negligible or no expansion of existing or former use. In this instance, the proposal includes the transfer of animals from one existing dairy facility to another. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
