Document Description
Frontier Communications is proposing to install 80 linear feet of 1.25-inch diameter high density polyethylene conduit duct with fiber optic cable underground within the California Department of Transportation’s (Caltrans’) right of way along U.S. 395 in Lassen County from post mile R61.428 to R61.444 near the intersection with Johnstonville Road. The conduit duct would extend from an existing utility pole to an existing hand hole. Caltrans will issue an encroachment permit (02-25-6-BB-0472) to allow the proposed improvements within the right of way of U.S. 395.

The California Department of Transportation has determined that the project is categorically exempt in accordance with Section 15304 (Minor Alterations to Land) Class 4 (f) – Minor trenching and backfilling where the surface is restored. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The project would not have a significant effect on the environment.
