The Ventura County Transportation Commission (VCTC) will serve as the lead agency, consistent with Sections 15020 and 15021 of the California Environmental Quality Act (CEQA), in preparing an Environmental Impact Report (EIR) for the SPBL Trail Master Plan Update project ("proposed project" or "Master Plan Update"). The purpose of this Notice of Preparation (NOP) is to provide responsible and trustee agencies and interested parties with sufficient information describing the proposed project and to request input on the scope and content of the environmental issues and alternatives to be evaluated in the EIR.
