Document Description
The proposed improvements on Site One would include the construction of approximately 92 linear feet of new concrete block keystone wall, which would connect to the existing block retaining wall located along the drainage canal. The new concrete block keystone wall would be 7.9-feet-tall and would have a two-foot-wide wall footing. The wall would be constructed on a six-inch, unreinforced concrete leveling pad.
The proposed improvements to Site Two would include the installation and replacement of approximately 105 linear feet of riprap rock slope protection along the shoreline of the Carquinez Strait. The proposed riprap slope would be constructed using California Department of Transportation (Caltrans) Class III riprap. The layer of riprap along the proposed slope would be approximately 2.7-feet-thick and would extend eight feet above mean seal level (amsl).

Reasons for Exemption
Article 19 of the CEQA Guidelines, Sections 15300 through 15333, includes a list of classes of projects that have been determined to not have a significant effect on the environment, and are therefore exempt from CEQA. As demonstrated throughout the Categorical Exemption Memorandum prepared by the City, Site One qualifies for a Class 3 Exemption, while Site Two qualifies for a Class 1 and Class 2 Exemption under CEQA Guidelines Section 15301, 15302, and 15303, respectively. For example, improvements to Site Two would include the reconstruction of an approximately 105-foot linear segment of degraded riprap rock revetment to meet current public health and safety standards, and thus, would meet Criterion 15301(d) and (f). In addition, the Site Two improvements would meet Criterion 15302(c), as the proposed improvements would repair and replace the existing riprap and would not increase the dimensions or area of the existing slope protection. The Site One improvements would include the construction of an approximately 92-linear foot new concrete block keystone wall that would connect to and extend the existing concrete block keystone wall within the project site. The Site One improvements would improve the existing drainage canal and would not impact the existing function or area of the canal, and thus, the Site One improvements would meet Criterion 15303(d). It should also be noted that exceptions to the exemptions under CEQA Guidelines Section 15300.2 would not apply to the proposed project. Therefore, the proposed project would be considered exempt under CEQA Guidelines Section 15301 through 15303, Classes One, Two, and Three.
