Document Description
The Project involves removal of sediment from the Franklin Reservoir Emergency Spillway lined channel bottom. A temporary single entry/exit point will be established to access the spillway from the western bank near the downstream end of the spillway. Equipment such as a mini-excavator and a skid steer loader will be used to remove approximately 100 to 150 cubic yards of accumulated sediment from a 0.03-acre section of the spillway channel. All staging and storage of construction equipment will occur in previously disturbed/ developed areas outside of jurisdictional waters.

Reasons for Exemption
In accordance with the California Environmental Quality Act (CEQA), this Project is exempt pursuant to CEQA Guidelines Article 19, Section 15301 (m) Existing Facilities, which "consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use ... [including] minor repairs and alterations to existing dams and appurtenant structures under the supervision of the Department of Water Resources". This Project meets Section 15301 Existing Facilities Class 1 (m) categorical exemption, because the maintenance of the spillway structure under the supervision of the Department of Water Resources Division of Dam Safety and does not involve expansion in use.
