Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS- SJN-58308-R3, pursuant to Section 1602 of the Fish and Game Code to California Department of Water Resources.
The project is limited to installation of a flow and water quality monitoring station consisting of one 18-inch diameter and 40-foot depth steel pile with water quality equipment mounted to it at two locations (a total of two piles installed with water quality monitoring equipment attached). Equipment will include an electronics box, a mount with an Acoustic Doppler Current Profiler (ADCP), one to several polyvinyl chloride (PVC) pipes to house pressure sensors and/or water quality sondes, solar panels, batteries, modems, dataloggers, and navigational safety equipment. The stations will monitor parameters such as flow rate, temperature, electrical conductivity, and turbidity.

Reasons for Exemption
On August 1, 2025, the California Department of Water Resources, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15306. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
