Document Description
The Department of Conservation and Development is responsible for enforcing the California Building Standards Code (CBSC) within the unincorporated area of Contra Costa County. This is a hearing on proposed Ordinance No. 2025-19, amending and adopting the 2025 CBSC, replacing the 2022 CBSC, including changes additions and deletions to: the 2025 California Building Code, the 2025 California Residential Code, the 2025 Electrical Code, the 2025 Mechanical Code, the 2025 Plumbing Code, the 2025 Energy Code, the 2025 Historical Building Code, the 2025 Existing Building Code, and the 2025 California Green Building Standards Code. County-initiated modifications to the CBSC pursuant to Health and Safety Code sections 17958.5 and 18941.5 are based on local climatic, geographical, topographical, and environmental conditions.

Reasons for Exemption
The proposed Ordinance No. 2025-19 is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3), which provides that a project is exempt when it is covered by the general rule that CEQA only applies to projects which have the potential for causing a significant effect on the environment. The proposed action would amend and adopt the 2025 California Building Standards Code (CBSC) for the County pursuant to Health and Safety Code sections 17958.5 and 18941.5. No specific project or action is approved by this Ordinance. Any future projects or actions would each be separately reviewed under their own subsequent CEQA analysis. Thus, it can be seen with certainty that there is no possibility that the proposed action could have a significant effect on the environment.
