Document Description
The El Dorado Irrigation District (District) proposes to replace the existing filtration valves and actuators that operate the filter effluent, filter-to-waste, and backwash air processes at the Reservoir 1 Water Treatment Plant (Res 1 WTP). The valves and actuators have reached the end of their useful life and require replacement to maintain service and water treatment reliability. Project activities will involve the removal of the existing valves and actuators, installation of the new valves and actuators, and associated mechanical and electrical work. All construction activities will occur within the existing Res 1 WTP facility and involve no new ground disturbing activities. The new valves and actuators are an in-kind replacement and will not increase or expand drinking water treatment capacity. The lead time for purchasing the valves and actuators is estimated to be up to 37 weeks and installation is planned to be performed during the annual outage in the fall 2026 and completed by spring 2027.

The project consists of the replacement of existing valves and actuators where the new equipment will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the equipment replaced. None of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300. 2, are valid for this project, including location in an area of critical concern, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, cumulative effect, and historical resources.
