Document Description
The proposed project is the subdivision of one approximately 32,997.3 square foot lot into two parcels. As shown on the map stamp-dated June 2, 2025, Parcel Map No. AA-2025-276-PM-HCA, Parcel A is proposed at 12,453 square feet, and Parcel B is proposed at 20,218 square feet. The applicant is proposing to demolish an existing single-family dwelling and attached garage located on proposed Parcel A and construct a new two-story, 31 foot 4 inch in height single-family dwelling with attached garage and a maximum Residential Floor Area of 5,660 square feet. As proposed, Parcel B will remain vacant. ccording to the Tree Disclosure Statement submitted by the applicant and signed on December 17, 2024, there are no protected trees or shrubs on the subject site as listed in Ordinance No. 186,873, and there are street tree(s) in the public right-of-way. According to the Tree Disclosure Statement, no trees or shrubs have been removed in the last 2 years. The applicant submitted an Urban Forestry Referral Form and Tree Report stamped by the Urban Forestry Division on March 6, 2025. The Tree Report was prepared on December 12, 2024 by a Certified Licensed Arborist (Mordechay Buskila – Certified Arborist International Society of Arboriculture No. WE10361A, CSLB C-27 License No. 1014404). According to the Tree Report, there are no protected trees or shrubs on the subject site or adjacent properties. Further, there are 24 trees on site, and no recommendations or suggestions for tree removal are proposed in the Tree Report. Any street tree removal at a future date will be reviewed by the Urban Forestry Division as confirmed with Urban Forestry on September 16, 2025. The Tree Report does not disclose the presence of street trees adjacent to the subject site. However, the parcel map stamp-dated June 2, 2025, proposes the removal of six on-site trees.

Reasons for Exemption
The City of Los Angeles determined based on the whole of the administrative record, that the proposed parcel map is exempt from CEQA pursuant to CEQA Guidelines Section 15315, Class 15. Class 15 consists of the division of property in urbanized areas zoned for residential, commercial, or industrial use into four or fewer parcels when the division is in conformance with the General Plan and zoning, no variances or exceptions are required, all services and access to the proposed parcels to local standards are available, the parcel was not involved in a division of a larger parcel within the previous 2 years, and the parcel does not have an average slope greater than 20 percent. The City has further considered whether the proposed project is subject to any of the six exceptions (location, cumulative impacts, unusual circumstances, state scenic highway, hazardous waste, historical resource) set forth in State CEQA Guidelines Section 15300.2, that would prohibit the use of any categorical exemption. None of the exemptions are triggered.
