Document Description
The Oakland Unified School District plans to modernize the McClymonds High School campus to improve seismic safety, implement campus-wide systems upgrades, upgrade finishes within indoor spaces, reconfigure the gymnasium, upgrade the woodshop and engineering pathway lab in Building C, replace the bleachers and ancillary spaces beneath them, enhance the Plaza of Peace and garden areas, and new track around and artificial turf on the football field. Construction is scheduled to start in February 2026, and will be phased to minimize disruption to school operations. The proposed improvements would benefit the school and community.

Reasons for Exemption
Class 1 applies because the proposed project would involve improvements to existing school operations along with repairs and needed maintenance activities within the established boundaries of the existing high school campus. Facility improvements will result in minor to no expansion of the existing campus buildings or school uses. Class 14 applies because the project involves improvements to existing school facilities without adding new classrooms or increasing student capacity. Class 30 applies because site remediation would occur through removal of lead-contaminated soils as part of the Site excavation, grading, and development activities. Class 31 applies because an effects analysis conducted in a historic resources evaluation determined that facility improvements meet the Secretary of the Interior's standards for rehabilitation. None of the character-defining features or the integrity of the gymnasium building will be adversely impacted by the project. Additionally, none of the exceptions outlined in CEQA Guidelines (14 CCR§ 15300.2) apply to the project.
