Document Description
The proposed Project is the District in part implementing the Drought Protection Program (DPP). A Final Environmental Impact Report (FEIR) was prepared on the program (December 2024; State Clearinghouse No 2024050834). This Project will consist of the District granting and loaning funds to individual landowners to construct approximately 15 new service connections to existing District surface water irrigation facilities within the District’s boundaries. In granting and loaning funds for this purpose, the District will utilize funds received from the U.S. Bureau of Reclamation under the DPP. The general location of the lands that may be served through this project is shown on the attached map. New surface water irrigation facilities would be constructed, owned and operated by the individual landowners that opt to participate in the program, and it is not certain whether all 15 will do so, although one lateral will be constructed, owned and operated by the District as it would serve several different landowners from which individual landowners may construct sub-laterals and facilities where applicable. Each of the pipelines would be much less than one-mile in length and the above-ground facilities would generally consist of a pump station and turnout and each would occupy a space of approximately 120 square feet. The new pipelines, pump stations and turnouts would be constructed on or near the lands identified on the attached map within disturbed agricultural fields. The participating landowners will secure any necessary easements from their neighbors to the extent the pipeline and facilities are not located on their property.

New Construction of Small Structures (State CEQA Guidelines Section 15303 (Class 3)), because, as it relates to the above-ground pump stations and turnouts and related facilities, although the examples for Class 3 are non-exclusionary examples in an urban setting and not applicable in this rural area, analogizing to (c) a commercial facility not exceeding 2500 square feet, as noted above the typical facility will occupy approximately 120 square feet. Additionally, the laterals to be constructed would connect these small above-ground facilities (subparagraph (d))
