Extension of Time 25-13 (for Development Permit Type-D 22-17) is exempt from CEQA due to the fact that the activity is not a project as defined in Section 15378 and applies only to projects which have the potential for causing a significant effect on the environment (State CEQA Guidelines, Section 15061(b)(3)). The extension of time does not authorize any specific development and merely extends the time to commence construction in accordance with the previously approved Development Permit Type-D 22-17.
