Document Description
The El Dorado Irrigation District (District) proposes to make improvements at two boat launch facilities (BLFs) within the Sly Park Recreation Area (SPRA) located in the community of Pollock Pines. The project involves accessibility upgrades to comply with Americans with Disabilities Act (ADA) standards including installation of ADA compliant restrooms, parking stalls, and fish cleaning stations at each BLF. The project would also increase safety for boaters and anglers by widening the boat ramp at the Doolittle BLF to provide multiple launch lanes at lower lake levels, widening the launch ramp turnaround at the Stonebraker BLF, installing lighting at both BLFs and restrooms, and installing animal-resistant garbage enclosures. The project is also intended to decrease wait times for launching, providing facilities commensurate with SPRA’s boating visitation, and updating signage to provide boating safety and aquatic invasive species information.
The District proposes to complete the necessary improvements to the BLFs in three phases over a period of multiple years as follows:
• Phase 1 - Doolittle BLF: Widen the boat ramp to provide a total of three launch lanes at lower lake levels
• Phase 2 - Doolittle BLF: Replace the vault restroom, add an ADA-compliant vehicle-trailer parking stall, install a fish cleaning station, create an ADA-compliant path of travel, chip seal and re-stripe the parking area, add security lighting, install bear resistant garbage enclosures, and install an information kiosk and project signage
• Phase 3 - Stonebraker BLF: Widen the boat ramp upper turnaround, replace the vault restroom, add chip seal and re-stripe the parking area, replace the fish cleaning station, install solar lighting, install bear resistant garbage enclosures, and install an information kiosk and project signage

Phase 1 activities to widen the boat ramp at the Doolittle BLF will involve work below the ordinary high-water mark of Jenkinson Lake and may also involve in-water work depending on the lake elevation at the time of construction. Activities would include excavation of silt and debris from the area where the new boat launch lanes will be constructed. Once excavation is complete crews would install concrete matting to form the boat launch lanes and add riprap along the end to stabilize the structure. A new concrete anchor would be installed to guide the floating dock as water levels fluctuate. Work would be performed from a floating barge and/or long reach excavator from the shoreline. A silt curtain will be installed around the work area in the reservoir to help contain turbidity generated during construction activities. Phase 1 project activities would be scheduled to begin in the fall when the reservoir is at its lowest elevation and when recreational use at the SPRA is typically low.
Phase 2 and 3 activities would involve adding ADA-compliant amenities (i.e., vehicle-trailer parking, vault restrooms), installing a fish cleaning station, applying chip seal and striping to parking areas with ADA-compliant paths of travel, adding security lighting, installing bear resistant garbage enclosures, and installing an information kiosk and project signage. Activities would include demolition of old components, installation of new infrastructure, and finishing work (e.g., paving and striping), Phase 2 project activities would be scheduled to begin in the fall when recreational use at the SPRA is typically low.
