The Class 3 Categorical Exemption consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The Project involves the installation of new small equipment and facilities at Pacific Maritime Group’s facility at Pier C in the Port of Long Beach, consisting of charging infrastructure designed to provide adequate charging for the retrofit zero-emission battery electric propulsion tugboat.

Reasons for Exemption
The Class 6 Categorical Exemption consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. After the installation of the battery-electric retrofit system on the tugboat, Arc Boat Company will collect, analyze, and compile performance, operation, and charging data to be used for quarterly updates and for a final report documenting the results of the tugboat’s retrofit from diesel-power to zero-emission and corresponding infrastructure charging demonstration, which would not result in a serious or major disturbance to an environmental resource.

A project involving only feasibility or planning studies for possible future actions which the agency, board, or commission has not approved, adopted, or funded does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors. Following the 12-month demonstration of the retrofit diesel-fueled tugboat with zero-emission propulsion technology, ARC Boat Company is required to prepare a final report including performance results of the battery electric tugboat operations and charging infrastructure systems, project accomplishments and emissions reductions achieved, issues encountered, lessons learned, and recommended next steps (i.e., information on future roll-out and availability of technology, business case for commercialization).
