Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or
reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure
replaced and will have substantially the same purpose and capacity as the structure replaced. The replacement of the
leaking 20-inch potable water valve will be located on the same site as the structure replaced and will have substantially
the same purpose and capacity as the structure replaced. All equipment that is removed from the site will be disposed of
in a manner that meets all federal, state and local environmental and regulatory requirements.

Reasons for Exemption
Emergency Projects are statutorily exempt from the requirements of CEQA if the
emergency repairs to publicly or privately owned service facilities necessary to maintain service essential to the public
health, safety or welfare, and the specific actions are necessary to prevent or mitigate an emergency. A leak was detected
on an existing 20-inch potable water valve. The Port will issue an Emergency Project HDP to replace the damaged potable
water valve.
