Document Description
Shasta Valley Resource Conservation District (SVRCD) on behalf of the Siskiyou County Flood Control and Water Conservation District serving as the Groundwater Sustainability Agency (GSA) for the Scott River Valley Groundwater Basin 1-005 proposes to construct ten (10) new dedicated shallow groundwater monitoring wells, in proximity to the Scott River, within the greater Fort Jones, CA area. These monitoring wells will provide the basis for continuous shallow groundwater elevation data, periodic water chemistry samples, and improved data resolution and understanding of the relationship between groundwater and surface water. Additionally, these wells supplement existing monitored wells and will help elucidate the temporal and spatial relationship between groundwater levels and water surface elevation of the Scott River, which provides habitat for native fishes, including coho, Chinook, Steelhead, and Pacific Lamprey. The project footprint is relatively small (approximately 100 sq. ft. per well, 1,000 sq. ft. total). A truck mounted 6-inch diameter hollow-stem auger will be used for all borings. Eight (8) of the borings will be drilled to a depth ofv30-ft. or less. Two (2) of the borings will be drilled to a depth of 60-ft. or less. Monitoring wells will be constructed on active working pastures and
existing ranch roads will be utilized for equipment and staging. A workplan including conceptual rendering of the well construction and maps of the Project area are included.
Key actions include marking well locations, identifying underground utilities, mobilization and drilling of monitoring wells, installation of casing and sanitary seal in accordance with local, state, and USGS requirements. Monitoring wells will include a locking 3-ft. well casing cover to protect the monitoring wells. This project aims to improve the temporal and spatial data resolution which will inform groundwater modeling efforts and various management actions within the Scott River Valley Groundwater Basin 1-005.

Type, Section or Code
Class 4; 15304 (e) Minor Alterations to Land
Reasons for Exemption
Public Resources Code, Division 13, Chapter 6, Article 19, Section 15304 allows minor alteration of vegetation including fuel management
activities to reduce the volume of flammable vegetation, provided the activities do not result in the taking of endangered, rare, or threatened
plant/animal species, or cause significant erosion and sedimentation of surface waters. Minimal ground disturbance is expected from this amended
project. A current CNDDB and USFWS search was conducted. The project as proposed will not have a negative impact upon any listed species of
plant or animal with potential to be found within the project area.
