Reasons for Exemption
The proposed clean-up activity has been evaluated for environmental compliance with the California Environmental Quality Act (CEQA) and found to be exempt pursuant to a Class 30 “Minor Actions to Prevent, Stabilize, Mitigate or Eliminate the Release of Threat of Release of Hazardous Waste or Hazardous Substances” Categorical Exemption, Section 15330 of the CEQA Guidelines. The Class 30 Categorical Exemption allows for minor clean-up activities taken to prevent, minimize, stabilize, mitigate, or eliminate the release […] of hazardous substances which are small or medium in removal actions costing $1 million or less. The removal of hazardous waste or substances that are taken to a lawfully permitted destination qualifies under this exemption. The application of soil sanitizing solution is also a qualifying action as long as there is no soil disturbance which causes dust to be released.
