Reasons for Exemption
Ordinance No. 3960 was reviewed pursuant to the California Environmental Quality Act (Public Resources Code§§ 21000, et seq., "CEQA") and the regulations promulgated thereunder (14 Cal. Code of Regulations §§15000, et seq., the "CEQA Guidelines"). Urgency Ordinance No. 3960 is exempt pursuant to CEQA Section 15061 (b)(3) because the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Ordinance No. 3960 maintains the status quo and prevents changes in the environment pending the completion of the contemplated municipal code review. Because there is no possibility that Ordinance No. 3960 would have a significant adverse effect on the environment, the adoption of it is exempt from CEQA.
