Reasons for Exemption
The project is categorically exempt under Section 15301/Class 1 of the California Environmental Quality Act as follows:
Section 15301/Class 1 (Class 1/Existing Facilities) of the CEQA Guidelines exempts from the provisions of CEQA, projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
The project is exempt from CEQA because the City of Fresno is approving a Service Agreement (not construction or physical development) to provide $250,000 in funding to the Central California Food Bank for emergency food distribution services from October 31, 2025 to February 28, 2026. This is a continuation of an existing social service program, not a new facility or change in land use. The activity consists of administrative and logistical support including collecting, packaging, and distributing food from its existing facility for community assistance. The project does not involve new construction, ground disturbance, or increased capacity beyond existing facilities and previously approved operations. Accordingly, the project will not have a significant impact on the environment, as it involves the continued operation of the existing Central California Food Bank facility with negligible or no expansion of the existing use.
None of the exceptions to Categorical Exemptions outlined in the CEQA Guidelines, Section 15300.2 apply to the project. Furthermore, the proposed project is not expected to affect the environment significantly. A categorical exemption, as noted above, has been prepared for the project, and the area is not environmentally sensitive.
