Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMSRIV-62070-R6, pursuant to Section 1602 of the Fish and Game Code to Riverside County – Flood Control District. The Project is limited to the construction of two double 4-foot by 2-foot reinforced concrete box culverts within Temescal Wash at Hostettler Road. Installation of the proposed culverts include headwalls upstream and downstream of Hostettler Road, a concrete access ramp, apron and removable bollards on the upstream end, and an approximately 300-foot long by 25-foot wide open trapezoidal earthen channel with 4:1 slope on the downstream end of the project. The road will be reconstructed (100-foot long by 45-foot wide) over the top of the box culverts, with new striping and guardrail. Existing underground utilities within the box culvert alignment will be relocated as a result of the Project. The box culverts will collect flows upstream of the Hostettler Road bend and allow flows to pass underneath the road towards Temescal Wash; alleviating flooding and road closures at Hostettler Road and the neighboring Horsethief Canyon Ranch Community. The project footprint is approximately 2.45 acres of total project land disturbance including roadways, temporary staging on vacant and compacted land, and a roadside riparian zone. The constructed facility footprint is approximately 0.73 acres.

Reasons for Exemption
On July 22, 2025, the Riverside County – Flood Control District, the Lead Agency, determined that the Project is statutorily exempt pursuant to California Code of Regulations, Title 14, section 15629. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
