Document Description
The Project is proposing to form and enlarge Williamson Act Agricultural Preserves within Tulare County. Each of the sites specified above has contained agricultural uses for at least the past five (5) years. The purpose of this project is to reduce the property tax on parcels of land dedicated to agricultural uses via committing those sites to agricultural uses for a continuously renewed nine (9) year period. The beneficiaries of the project are the property owners who would receive the tax benefits associated with placing farmland within an Agricultural Preserve.

Reasons for Exemption
This action is consistent with Section 15317 Class 17, Open Space Contracts or Easements, which consists of the establishment of agricultural preserves, the making and renewing of open space contracts under the Williamson Act, or the acceptance of easements or fee interests in order to maintain the open space character of the area. The cancellation of such preserves, contracts, interests, or easements is not included and will normally be an action subject to the CEQA process. The formation and enlargement of Agricultural Preserves under the Williamson Act would not have a significant effect on the environment, as all sites proposing to enter an Ag Preserve have maintained agricultural uses for at least five (5) years, and entering an Ag Preserve would limit uses unrelated to agriculture on the properties.
