Reasons for Exemption
By entering into the grant agreement amendment, neither NRCS nor Ag + Open Space is committing to any specific conservation or restoration project. The purpose of the amendment is to establish a funding mechanism to implement small-scale land management activities, such as planting native riparian plants and removing non-native vegetation. Thus, pursuant to 14 CCR 15378(b)(4), the proposed amendment to the SA is exempt from CEQA because it creates a government funding mechanism which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
