This is a declared "Emergency Project" as designated by signed 'Proclamation of Emergency' by the State Governor pursuant to Government Code, Title 2, Division I, Chapter 7 -California Emergency Services Act [8550-8669.7]. The project would repair and restore a public facility (Joy Road), which is part of an evacuation route, and was damaged by the heavy winter storms, in order to maintain service along the roadway essential to the public health, safety and welfare. The project would not result in potential impacts to the environment, including hazardous materials, cultural resources, or biological resources.
