Document Description
The City of Yreka requests Conditional Use Permit (No. 2025-01) to construct a new approximately 20,000 square foot (sq ft) Fire Hall (Attachment A). The building would include an 8,500 sq ft apparatus bay capable of accommodating up to nine fire vehicles, a 6,000 sq ft firefighter living quarters with dedicated decontamination areas, a gym, common living spaces, and private bedrooms, and a 6,000 sq ft administrative office featuring a lobby, conference room, private offices, and a classroom. Site work would involve surveying, demolition of the existing facility, grading, installation of water, sewer, power, and communications systems, landscaping and irrigation, paving and hardscapes, and modifications to site access. Construction is anticipated to begin in Spring 2027, with operations by Fall 2028.

Reasons for Exemption
The Project meets all required conditions to qualify for a Class 32 "In-fill Construction" Exemption. Section 15332/Class 32 consists of projects characterized as in-fill development meeting conditions described below: a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. c) The project site has no value as habitat for endangered, rare, or threatened species. d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. e) The site can be adequately served by all required utilities and public services.
