Document Description
City of Anaheim Wells 39 and 47 PFAS Treatment Systems, also referred to as Groundwater Treatment Plants, Phase C-2 (Project) will construct new groundwater treatment systems at the existing Well 48 and 53 sites. These wells provide domestic water to Anaheim Public Utilities (APU) customers. The Project will include the installation of ion exchange systems to treat per- and polyfluoroalkyl substances (PFAS). This will include installing ion exchange resin vessels, pre-filtration systems, additional site piping, well modifications, electrical upgrades, and other minor improvements and appurtenances. The sites are all located in previously developed, highly urbanized areas. The project will be conducted by the Orange County Water District, 18700 Ward St., Fountain Valley, CA 92708.

On November 4, 2025, the Anaheim City Council determined that the Project is categorically exempt from CEQA pursuant to sections 15301(b), 15302(c), and 15303 of Title 14 of the California Code of Regulations. The Project will involve rehabilitation, construction of treatment systems, and minor modifications to existing water supply wells, which do not have the potential to create a significant effect on the environment. None of the exceptions to the use of categorical exemptions under CEQA guidelines section 15300.2 apply.
