Reasons for Exemption
Class 1 applies because the proposed project consists of “minor alterations” to 12 existing oil and gas production wells involving “negligible or no expansion of existing or former use” (14 CCR § 15301). The project would make negligible changes to the UIC project by converting 12 existing oil and gas production wells to waterflood injection. This work is part of a non-expansion infill package and would be subject to the terms of the existing project approval letter (PAL). The project would take place on artificial offshore islands and would not involve the construction of new facilities or the expansion of existing facilities. The Los Angeles Regional Water Quality Control Board reviewed the project for groundwater impacts and issued a No Objection Memo on February 19, 2025.
