Reasons for Exemption
This project involves the installation of four electric vehicle fast charging station sites with a combined 24 electric vehicle charging ports. The Weed station will be within three miles of the US 97/I-5 junction in an existing parking lot located at the Weed Recreation and Parks District. The Dorris station will be less than four miles from the Oregon border, directly adjacent to US-97 at an existing paved lot. The Gasquet station will be within three miles of the US 97/I-5 junction at a parking lot of an recreational center. The 4th station will be on NEVI corridor 23A off interstate 15 from Murrieta to Hesperia. Each station will be within five mile of the freeway corridors at existing paved lots or empty unpaved lots. Minor modifications to the sites will be needed such as trenching to run electrical wire to connect the charging dispensers to the equipment pads for the transformer and switchgear. Minor grading and paving will also be needed to ensure vehicles and pedestrians can access the stations. This project is therefore categorically exempt from environmental review pursuant to section 15301 of the CEQA Guidelines because it consists of the minor alteration of existing structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use at the sites. The project is also categorically exempt pursuant to section 15303 of the CEQA Guidelines because it consists of the construction and location of limited numbers of new, small structures and/or the installation of small new equipment in small structures with only minor modifications to the structures. Each charger is approximately 5 ½ tall feet by 2 ½ feet wide and 9” deep. Each charging station site will have between 6 and 12 charging ports installed. This project is therefore categorically exempt from environmental review pursuant to section 15303 of the CEQA Guidelines because it consists of construction and location of limited numbers of new, small facilities or structures and installation of small new equipment. The project does not involve any unusual circumstances, will not result in damage to any scenic resources within a highway officially designated as a state scenic highway, none of the sites are included on any list compiled pursuant to Government Code section 65962.5, and the project will not cause a substantial adverse change in the significance of a historical resource. The project, when considered as a whole, will not result in a cumulative impact that is significant on the environment. Therefore, none of the exceptions to exemptions listed in CEQA Guidelines section 15300.2 apply to this project and this project will not have a significant effect on the environment.
