Reasons for Exemption
The proposed project qualifies for a categorical exemption under Sections 15303 (New Construction or Conversion of Small Structures) and 15304 (Minor Alterations to Land) of the California Environmental Quality Act (CEQA) Guidelines. Construction of pickleball courts are within the existing developed footprint of Las Animas Veterans Park. These improvements constitute small new recreational and accessory structures consistent with §15303(e) and minor grading, trenching, and landscaping consistent with §15304(a), (b), and (f). All work will occur on gently sloped, previously disturbed parkland, and will not include the expansion of park boundaries or introduction of new uses. The project will not occur within any wetland, waterway, or geologic hazard area, nor will it create unusual circumstances that could result in significant environmental impacts. Therefore, the project is categorically exempt from CEQA under 14 CCR §§15303 and 15304.
