Document Description
A proposal to replace a failing localized wastewater collection system comprised of eleven (11) septic tanks circa 1959 with a new wastewater collection system, pump station and a force main to discharge into City of Lemoore’s Wastewater Treatment Plant for ultimate treatment and disposal. The community sewer collection would consist of a network of conventional gravity sewer mains and manholes. Wastewater will flow by gravity from the individual properties into the sewer mains and ultimately into the pump station for distribution. An 800-feet long force main will be constructed to convey flows from the pump station to the existing gravity sewer collection main on City of Lemoore’s Constitution Avenue. This collection system would connect to the City’s existing sewer main. The project site is located at 18920 Hanford-Armona Road, Lemoore, CA, Assessor’s Parcel Number (APN): 021-650-003.

Section 15301(c) Class 1
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of "existing facilities" itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use.
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety, and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes).
The proposed project at the Lemoore Mobile Home Park involves the replacement of an existing cluster septic system that has been failing. The project proposes to replace the current septic system with a community sewer collection system that would connect through a force main to the City of Lemoore’s Wastewater Treatment Plant. Minor public road work would occur to install the force main but would be returned to its original condition.
Section 15302(c) Class 2
Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to:
(c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
The proposed project at the Lemoore Mobile Home Park (LMHP) involves the replacement of an existing cluster septic system that has been failing. The project proposes to replace the current septic system with a community sewer collection system that would connect through a force main to the City of Lemoore’s Wastewater Treatment Plant. No expansion of capacity is being proposed as the Lemoore Wastewater Treatment Plant can accommodate the flows generated by the LMHP.
Section 15303(d) Class 3
Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. Examples of this exemption include but are not limited to:
(d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.

Section 15304(f) Class 4
Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes. Examples include but are not limited to:
(f) Minor trenching and backfilling where the surface is restored.
The proposed project at the Lemoore Mobile Home Park involves the replacement of an existing cluster septic system that has been failing. The project proposes to replace the current septic system with a community sewer collection system that would connect through a force main to the City of Lemoore’s Wastewater Treatment Plant. Minor trenching and backfilling will occur to install the gravity collection system and force main line. This installation will not require removal of any trees. Once the installation is complete the surface will be returned to its original condition.

Section 15269(b)
The following emergency projects are exempt from the requirements of CEQA:
(b) Emergency repairs to publicly or privately owned service facilities necessary to maintain service essential to the public health, safety or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency.
The proposed project at the Lemoore Mobile Home Park (LMHP) involves the replacement of an existing cluster septic system that has been failing. The project proposes to replace the current septic system with a community sewer collection system that would connect through a force main to the City of Lemoore’s Wastewater Treatment Plant. Due to the failing nature of the current septic system, there is a possibility of groundwater contamination due to untreated sewage released to the environment which is a public health risk.
Section 15282(k)
(k) The installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length.
The proposed project at the Lemoore Mobile Home Park (LMHP) involves the replacement of an existing cluster septic system that has been failing. The project proposes to replace the current septic system with a community sewer collection system that would connect through a force main to the City of Lemoore’s Wastewater Treatment Plant. The replacement and installation of pipeline would consist of approximately 2,500 feet of 8” gravity collection mains and 800 feet of 4” force main for a total of 3,300
feet or 0.625 miles.
