Reasons for Exemption
The Environmental Review Section of the City Planning Department has
reviewed the proposed action and determined it to be statutorily exempt from CEQA pursuant to CEQA Guidelines Section 15273 (Rates, Tolls, Fares, and Charges) which exempts the establishment, modification, structuring, restructuring, or approval of rates, tolls, fares, or other charges by public agencies which the public agency finds are for the purpose of: 1) meeting operating expenses, Including employee wage rates and fringe benefits; 2) purchasing or leasing supplies, equipment or materials; 3) meeting financial reserve needs and requirements; or 4) obtaining funds for capital projects, necessary to maintain service within existing service areas. The proposed Increase In the water and wastewater rates will help cover the capital,
operational, and maintenance costs of the City's Water and Wastewater Systems and thus, meets the criteria for an exemption pursuant to CEQA Guidelines Section 15273. R-316494
