Document Description
The City of Redding, in cooperation with Caltrans Division of Rail, California Public Utilities Commission and Union Pacific Railroad CUPRR), proposes to enhance the existing Eastside Road grade crossing COOT #750505B). Enhancements include the addition of 2 new CPUC Standard No. 9 crossing warning devices with automatic gate arms, one for eastbound traffic and one for westbound traffic. With the signalization of the crossing from passively controlled to actively controlled, power will be needed at this location and a rail signal house will need to be installed to control the devices at the crossing. The improvements also include modification to existing signing and striping, replacement of an existing power pole, and the installation of a luminaire mast arm on the new power pole. The project will be jointly constructed by the City and UPRR, and all work will occur within existing City and UPRR right of way.

Class 1 exemptions include the minor alteration of existing public and private facilities, equipment, and topographical features. Class 3 exemptions consist of construction, conversion, and location of new small facilities, structures, and equipment. The existing railroad crossing will be modified to provide active traffic control and enhanced lighting. The facility modification will provide safety improvements for the public and UPRR, and will result in a negligible expansion of use. The action area has been reviewed and does not have significant values for wildlife habitat or other environmental resources. The project has no potential to have a significant effect on the environment.
