Document Description
The Lassen County Sheriff’s Office is proposing to install automatic license plate reading cameras within the California Department of Transportation’s (Caltrans) right-of-way at the following locations:
• Camera F#001: State Route 299 in Lassen County at post mile 0.331—South side of Lassen State Highway (CA-299), shoulder 1,800 feet east of Lassen State Highway (CA-299) and Cable Road intersection.
• Camera F#002: State Route 395 in Lassen County at post mile 137.003—West side of US-395, shoulder 50 feet south of US-395 and Modoc County Road intersection.
• Camera F#004: State Route 36 in Lassen County at post mile 0.744—South side of Volcanic Legacy Scenic Byway (CA-36), shoulder 50 feet west of Volcanic Legacy Scenic Byway (CA-36) and Volcanic Legacy Scenic Byway (CA-147) intersection.
• Camera F#005: State Route 44 in Lassen County at post mile 0.888—South side of Feather Lake Highway (CA-44), shoulder 120 feet east of Feather Lake Highway (CA-44) and Forest Route 32N21 intersection.
• Camera F#006: State Route 299 in Lassen County at post mile 24.749—North side of Lassen State Highway (CA-299), shoulder 820 feet west of Lassen State Highway (CA-299) and Bassett Road intersection.
• Camera F#007: State Route 139 in Lassen County at post mile 66.208—West side of CA-139, shoulder 3,244 feet west of CA-139 and Highway 299 intersection.
• Camera F#009: State Route 44 in Lassen County at post mile 37.21—East side of Feather Lake Highway (CA-44), shoulder at Feather Lake Highway (CA-44) and CA-36 intersection.
• Camera F#010: State Route 36 in Lassen County at post mile 3.594—North side of Volcanic Legacy Scenic Byway (CA-36), shoulder 572 feet west of Volcanic Legacy Scenic Byway (CA-36) and Mooney Road intersection.
The cameras would be installed atop 12-foot-tall Redi Torque - Soil Plates using hand tools and would be solar powered. The purpose of the project is to install law enforcement surveillance devices for the Lassen County Sheriff’s Department in accordance with Section 508.12 of the Caltrans Encroachment Permits Manual. Caltrans will issue an encroachment permit (02-25-N-MC-0335) to allow the proposed improvements to occur within the state’s right of way.

The California Department of Transportation has determined that the project is categorically exempt in accordance with Section 15303 (New Construction or Conversion of Small Structures) Class 3 — Construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project would not have a significant effect on the environment.
